According to Tourism Minister Edmund Bartlett, the new hotel development in Trelawny represents more than just hospitality infrastructure; it embodies the vision behind the Tourism Innovation City concept: a modern, integrated destination that combines leisure, investment, and long-term sustainability.
The Amaterra Group, led by former Member of Parliament Keith Russell and his wife Paula Russell, brings together a powerful board of directors with global reach and proven industry experience. This includes Francisco Fuentes, owner of Tourism and Leisure Development International, and Mustapha Deria and Guillermo Velasco, co-founders of Rexton Capital Partners Limited — a Qatari investment firm with a track record of high-value cross-border ventures.
The development, situated along Jamaica’s north coast, is designed as a fully integrated resort and residential project, featuring more than 1,200 hotel rooms, beachfront amenities, and supporting infrastructure tailored for both tourists and investors. It is one of the first large-scale initiatives aligned with the Ministry of Tourism’s plan to create self-contained, innovation-driven tourism hubs across the island.
Guillermo Velasco, who also leads Tempus Venture Partners, brings over 15 years of experience in Gulf-Caribbean strategic investment. Through Rexton Capital Partners, his role in underwriting and structuring this project reflects Tempus’ broader commitment to fostering international partnerships that drive real development.
As Minister Bartlett noted, projects like Amaterra symbolize a new era for Jamaican tourism — where vision meets execution, and innovation meets opportunity.
